Baiterek National Managing Holding provides all of its opportunities to support public-private partnership projects in Kazakhstan. Adil Utembaev, Chairman of the Board of Kazakhstan Project Preparation Fund LLP, declared this, speaking at the Senate of Parliament during the round table on “Improving PPP mechanisms in the Republic of Kazakhstan” as part of the fulfillment of the State of the Nation Address of the President of the Republic of Kazakhstan “New development opportunities in the fourth industrial revolution”.

“As a development institution, Baiterek Holding is focused on the following areas that allow to stimulate PPP – providing services of documentation development and project structuring to state authorities and funding to potential private partners. For these purposes, it is possible to use all financial and non-financial tools of the Holding,” – Mr. Utembayev said.

In particular, he informed that Damu fund is currently developing a separate program which will allow to finance small PPP projects, where, as a rule, the private partner is Kazakhstan’s investor. The Development Bank of Kazakhstan is revising the procedures for expensive large-scale infrastructure PPP projects in order to resolve the problem of pledged collateral.

“Currently, the Holding represented by KPPF Fund provides services of concession and PPP projects development to the Ministry of Investment and Development, Ministry of Health, Ministry of Finance and on the regional level to the Akimat of Kyzylorda region”, — Mr. Utembayev added.

As for the problems in implementing public-private partnership projects, the Head of the Fund has drawn attention to financing issues.

“Today, PPP projects can be funded by the Development Bank of Kazakhstan or such international financial institutions as EBRD, ABD. This situation is incorrect, our banks should be involved somehow”, — he explained, pointing out that the possibilities of such involvement of national banks is being elaborated by the Fund jointly with interested state authorities.
