Role of KPPF in development of public-private partnership projects

Kazakhstan Project Preparation Fund - an authorized consultant of the Government of the Republic of Kazakhstan on PPP projects, with exception of healthcare projects. As part of its activities, KPPF provides a full range of advisory services for PPP projects, starting from the stage of developing a complete package of documentation before signing a PPP contract.
The accumulated long-term experience in structuring PPP projects allows KPPF team to optimize and develop the most optimal financial, legal and institutional indicators of projects, taking into account the protection of the state interests.
7 republican PPP projects with a total cost of KZT 571 billion were implemented with support of KPPF, including: Broadband Internet access provision to rural settlements, Passenger Information System, Testing Centers, Airport Construction in Turkestan, Big Almaty Ring Road (BAKAD), Network of wholesale distribution centers, Introduction of a horizontal monitoring system. At the moment, KPPF accompanies 3 PPP projects with a total cost of about KZT 320 billion.
At the same time, it is planned to provide services for 7 projects with a total cost of about KZT 670 billion.
When supporting PPP projects, KPPF builds a mutually beneficial distribution of responsibilities, guarantees, risks and income between the public and private partners. This ultimately increases level of accessibility and quality of services for the population, since the main goal of implementing PPP projects is to meet the demand in infrastructure facilities, including social ones.
