Digitalization is not a trend, but a key tool for achieving national competitiveness. President Kassym-Jomart Tokayev said this in his message to the people of Kazakhstan in September 2020.

 

Digitalization of the tax sphere is not an exception. In particular the State Revenue Committee under the Ministry of Finance of the Republic of Kazakhstan plans to implement the public-private partnership project on "Implementation of Horizontal Monitoring Platform". On November 25, 2021, the State Revenue Committee under the Ministry of Finance of the Republic of Kazakhstan and Organization of Horizontal Monitoring Limited entered into a public-private partnership agreement with the assistance of KPPF.

According to the agreement, the Private Partner will develop and implement a horizontal monitoring platform, which will allow large entrepreneurs to free themselves from traditional control measures instead of providing access to the data of accounting systems to the supervisory authority. While the state will be able to increase tax revenues through the use of digital technology.

It should be emphasized that the private partner will create the infrastructure at its own expense and after 10 years will transfer it to the state ownership for free.

Particular attention in the project is paid to information security. Data of taxpayers participating in horizontal monitoring will be available only to authorized persons of the State Revenue Committee.

Implementation of this project is a clear example of effective PPP, as the principle of people-first (welfare of the people) is at the heart of it. The increase in the revenue side of the budget will direct the income received to solving social problems.
