IMPLEMENTED PROJECT: Creation and implementation of air passengers data collection automated system

About the project

Project status

The Republic of Kazakhstan, represented by the Ministry of Investment and Development of the Republic of Kazakhstan, acting as a state partner, and Qazaqstan Identity & Security LLP, acting as a private partner, signed a PPP agreement in 2018.

Project objective

The objective of the project is defined as follows:

·             increase the level of aviation security;

·             increase the level of public order;

·             implement Article 24-2 of the Law of the Republic of Kazakhstan "On Transport" in terms of collecting information about air passengers.

The PPP contract is concluded for a period of 10 years

KZT 5,029,929 thou.

Technical and technological parameters of the project

The APCAS system includes the following automated functions:

•      Automatic airline connection features

•      Automatic collection of information about air passengers

•      Functions to improve the quality of information about air passengers

•      Functions of the Airline Web Portal

•      Functions of operational analysis of information about air passengers, including screening and profiling on the list of wanted persons

•      Search functions using air passenger data

•      Search query management functions

•      Data confidentiality preservation functions 

•      User management functions

Positive effects

·        Compliance of civil aviation of Kazakhstan with ICAO requirements in terms of implementation and maintenance of the API/PNR system;

·        Promoting the achievement of a well-developed transport infrastructure network, the degree of development of which is directly proportional to the position of Kazakhstan in the WEF Global Competitiveness Index;

·        Installation of an Information System for collection and processing of air passenger data, capable of processing up to 10 million passengers per year for the Civil Aviation Committee under the Ministry of Investment and Development of the Republic of Kazakhstan;

·        Collection and processing of air passenger data during the 10-year period of the PPP agreement;

·        Creating conditions for qualitative implementation of strategic document "100 Concrete Steps to Implement Five Institutional Reforms" (increasing the attractiveness of air transit through the territory of Kazakhstan);

·        Implementation of Article 24-2 of the Law of the Republic of Kazakhstan "On Transport" in terms of collecting information about the air passenger;

·        Improvement of aviation security;

·        Contributing to an increase in international and transit air traffic;

·        Improvement of the image of Kazakhstan at the international level due to compliance with international ICAO standards, which has a positive impact on the development of tourism;

·        More efficient use of civil aviation authorities' resources:

·        The APCAS information system has the potential to be a catalyst for greater interaction between civil aviation authorities at the national and international level;

·        Improvement of efficiency of interaction between the Civil Aviation Committee of the Ministry of Investment and Development of the Republic of Kazakhstan and state bodies.

The level of environmental impact of the project is minimal.

Within the framework of the Public-Private Partnership Project, the Consortium provides installation and maintenance of the APCAS Information System.

Idemia Identity & Secuirity Company has developed a unique Information System for collecting and processing API and PNR data. Idemia Identity & Secuirity Company holds intellectual property rights in relation to APCAS and wishes to enable Kazakhstan's public authorities to use the APCAS system in accordance with the terms of the PPP agreement.

Idemia Identity & Secuirity Company is the developer and publisher of the software for all of the following products and software components listed as 'Idemia Identity & Secuirity' in 'Developer/Editor' column, and Idemia Identity & Secuirity is the owner of all exclusive intellectual property rights for these components. All sub-components embedded in the software designated by a different name (not Idemia Identity & Secuirity), are also provided with exclusive license rights.
